Instead it adds a ton of complexity on top of C while trying to remain backwards-compatible, which doesn't fit well.  And then C++ has been evolving a *lot*, adding new solutions for problems that were already solved using other mechanisms.  So you end up with an inconsistent mess, and each C++ project you look will use different parts of the language.
