Unlike 'sm_register_connection_hook' it's not called before the client sends presence-available, and in theory it can be called several times per online session in the (obscure) case where the client toggles between presence-unavailable and presence-available.

Maybe you mean that mod_muc setting which allows you to configure how much backlog the server will send to the client on join.  That's an old-schoolish 'history' mechanism unrelated to MAM.
